Most of us always confuse that what error came while making database connection with VAHANA OR Sometime people also confused that database is configured and tested successfully but database services is not migrated from one environment to another environment like SANDBOX to SIT.
Can anyone explain what will be the root cause?

In most of the cases while do troubleshooting, we found that either the ip address of the database is not whitelisted or some configuration missing has been made while configuring the database connection.
In another answer of why database services is not migrated from one environment to another environment in which we found that either they are not creating database connection or the database they are making connection their Connection name is not same with their previous environment.
