Difference between business rule visibility and control group

Please explain the question properly
when only one element is shown conditionally on the screen then we use business rule visibility and when multiple elements are shown conditionally but that condition is the same for all the elements then we use the control group.
when we use business rule visibility for an element there is an option is visible - then mark as NO and when we use control group for then mark as YES.
